The University Regional Network

Today the Academy has two Branches that are located in Kaluga and in Omsk. There are 10 Academy postsecondary schools. They are located in Moscow, Saint-Petersburg, Vladikavkaz, Kanash, Makhachkala, Omsk, Surgut, Shadrinsk, Yuriyev-Polsky, and Yakutsk.  
There are 12 regional representative offices in the Academy. They are located in Arkhangelsk, Volgograd, Kursk, Nizhnevartovsk, Novosibirsk, Penza, Petrozavodsk, Saratov, Smolensk, Stavropol, Syktyvkar, and Tula.

Advanced Training Programs in Kaluga

The advanced training programs have been offered in Kaluga since 1981. The Kaluga Advanced Training Programs Office was formed in line with an order issued by the Ministry of Finance of the Russian Soviet Federative Socialist Republic. The Office is an integral part of the Budget and Treasury Academy of the Ministry of Finance of the Russian Federation. Traditionally, the programs’ curricula have always been practice-oriented. Today the programs on offer include the further education and advanced training programs that are aimed at the executives who work in various federal and local level financial supervision bodies and other financial institutions. According to the Russian legislation, the civil servant should take an advanced training course at least once in any three-year period of service.

The Program List

1. (Programs aimed at the staff of the regional representative offices of the Federal Treasury):
      • Utilization of On-Budget Expenditures
      • Budgetary Accounting and Reporting  
      • Finance in Power-Wielding Authorities 
      • Mobilization Training and Civil Defense and Protection  

2. (Programs aimed at the staff of the regional representative offices of the Federal Financial and Budget Supervision Service):
      • Civil Defense and Protection  

3. (Programs aimed at the staff of the financial regulatory bodies of the RF constituent territories):
      • Local Budget Formation 
      • Budgetary Accounting and Reporting  
      • Local Budget Audit and Control 

4. (Programs aimed at the staff of the state budget-funded institutions):
      • Budgetary Accounting and Reporting  
Additionally, there are the following programs: Federal Treasury-Based Budget Execution System; Taxes and Taxation System; Finance; Banking and Insurance Business; Financial Analysis; Economics and Management; Local Authority Finance; Classified Records Management.      
The students who successfully complete the course get appropriate diplomas or certificates. 
The program list may be extended and customized to include programs Accounting, Account Analysis and Audit. 

Advanced Training Programs Office 

The Office is the main educational services provider that provides advanced training to the management and staff of the financial institutions that report to the Ministry of Finance and to the Ministry management and staff. The programs on offer are centered on the needs of such persons. More than 30 thousand people who are on staff at the financial regulatory bodies that operate on various levels have taken an advanced course here since 1981. The Office development plan states that the number of programs on offer will grow, and distance learning programs will be added to the program list. The programs will complement the face-to-face mode programs that include some themed seminars.  We shall use the approach towards the teaching process design where the CASE technologies will be used to offer the online courses, distance learning programs and face-to-face mode programs. The approach used will help the learners get the updated financial information and learn about the amendments made in the budget process. Thus we shall also have an opportunity to invite the best professors to teach here and improve the learner progress monitoring system. The Office is headed by the G. Kalinin.
