Departments
Department of Finance
The Department trains experts in Finance who major in Public and Municipal Finance. The majority of the Department teaching staff members hold advanced academic degrees. They have the first-hand work experience gained in the Ministry of Finance of the Russian Federation, Federal Taxation Service, Federal Treasury Directorates, and insurance companies. Their work experience and their research work experience give them an opportunity to train highly-qualified experts in financial issues. The instructors who work at the Department of Finance use modern teaching methodology and ICT in the teaching and learning process. The teaching aids and the learning materials used help form information processing skills in students. The future economists have to be able to adapt to the ever-changing economic environment. The module-based course structure and student ranking systems are being introduced into the teaching process. There are project work sessions, case study work sessions and trainings that help the students use their potential to the full. There are some scientific clubs at the Department.
The following persons teach here: A. Kudrin, Professor, Doctor of Economics, the RF Minister of Finance; A. Siluanov, Professor, PhD (Economics), Deputy Minister of Finance; A. Lavrov, Director of the Budget Policy Department of the RF Ministry of Finance. Advanced training programs are offered to the Department teaching staff.
The teaching staff took part in the work during a tax risk management methodology seminar organized jointly by the French and Russian economists (2005-2006), the all-Russia seminar of inter-budget relations development (2003) and in an international conference on municipal finance development in Russia and the European countries (2004). The Department teaching staff does its best to enhance the efficiency of the internal quality management system. The Department teaching staff are also engaged in the research work. Department of Accounting
The Department was formed in December 1997. The Department is one of the main Academy units. The Department staff offers advanced training programs to the financial institutions’ officers. The Department teaching staff research findings are to be used in the teaching and learning process.
Today 19 disciplines are taught at the Department. Among them are:

Department of Economic Analysis
The Department was formed in 2007.
The following disciplines are taught at the Department:
• Economic Analysis Theory
• Economic Analysis Practices
• Financial Records Examination and Analysis
• Managerial Analysis
• Economic Analysis of Business Operations
• Investment Analysis
The students get the skills needed to perform various economic analyses, choose the right methods in order to examine the efficiency of the business operations and do the financial indicator analysis at various businesses in order to support the decision-making process. They also get the financial data verification skills.
The students major in Accounting, Account Analysis and Audit.
The teaching process is designed in accordance with the Russian national educational standard set for the applied economics courses.
The Department teaching staff conducts the research work in the following areas:
- Modern technology use for financial data processing;
- OLAP technology use for budget analysis, financial forecast-making and data processing.
It is planned to give the students an opportunity to make more contributions to the research done. The research findings are to be used in the teaching and learning process and utilized by the staff of the Ministry of Finance.
The Department management is planning to offer Bachelor degree programs and offer new Master degree programs. It is planned to further introduce the modules into the course structure and to use a student ranking system much more widely. The Department management is planning to invite the leading experts from the Ministry of Finance and some professors from the Western European universities to teach at the Department.
The Department is headed by N. Nikiforova, PhD (Economics), Associate Professor.
Department of Financial Management
The Department was formed in 2006. The students get a degree in Finance and major in Financial Management.
The main goal of the Department staff is to train the highly-qualified experts who can solve complex research issues, cope with the practical tasks and have the qualifications to work for the banks, investment institutions, and for the industries.
The following disciplines are taught at the Department:
- Investment Theory and Practices;
- Business Finance;
- Corporate Finance;
- Financial Management;
- Investment Management.
The department graduates work as staff members of or head the financial planning divisions at the business companies, NGOs, banks, stock exchanges, modern investment organizations, manufacturing corporations, and governmental institutions. The Department is headed by P. Zhukov, PhD (Economics), Associate Professor.
Department of Public and Municipal Management
The Department was founded in 2008. The students major in Public and Municipal Management. The main Department teaching staff goal is to form the personnel reserve for the state executive bodies and the municipal\local authorities that operate within the RF civil service system. Upon graduation, the graduates have to deal with the local authority management systems, government management systems, business entity management systems (that include the internal rules and regulations, budgeting systems, HR management systems, and the ICT-based support systems), and the public finance systems. They have to be able to take into account the various aspects of the economic, political and social life of the country, the specifics of the planning and forecast-making processes, and the managerial decision-making processes.
Department of World Economics
The Department was formed in 2007. The Department teaching staff goal is to train experts in world economics who have fundamental knowledge of the economic disciplines. They are trained in accordance with the requirements set by the modern educational standards. The Department teaching staff helps the students learn about the modern economy development trends. The students study world economics in detail. The other disciplines include the regional economic studies. The students get the knowledge of the theory and gain practical skills needed to perform statistical data analysis, deal with the applied accounting, and gain the skills needed to correctly interpret the analysis findings and to examine the economic policies elaborated by different countries’ policy-makers.
The students get a degree in World Economics upon graduation.
Department of Automatic Data Processing
The Department was formed in 1998. The Department teaching staff is in charge of providing training in ICT use for all the Academy students. The students study the following disciplines:
• Computer Science;
• IT and Theory of Automation;
• Information Systems and Economics.
Each of the disciplines taught is intertwined with one another and the training provided gives the students an opportunity to acquire the necessary practical skills and get up-to-date knowledge of the IT and computer science and of the ways to use the technology efficiently in order to support the decision-making process and other business processes and develop a business development strategy. The graduates will be able to shape the businesses’ IT use policy, monitor and choose the right information system or information technology to be recommended for business use, to perform business process modeling, and assist the office personnel in the system use. Such experts are in high demand at the labor market as both governmental institutions and businesses need the specialists badly.
The Department offers Bachelor and Master degree programs for those who major in Business-Oriented Computer Science. The Bachelor program graduates have knowledge in such fields as economics, management, law, ICT use, and are able to examine the characteristics of, choose the right system to be used and assist in maintaining the systems introduced. The Masters in Business-Oriented Computer Science concentrate on Business IT Resource Management.
Both Bachelor and Master program graduates work in such fields as modern business information system architecture, strategic information system development planning and the ICT used for corporate management, ICT and IS lifecycle, business decision support systems, etc. The budget-related data used during the trainings in class is the real-life data. Modern ICT are used by the teaching staff in the teaching and learning process.
The Department teaching staffs do their own research into data mining technology, economic data processing techniques, and OLAP technology used for budget-related data processing. The technology is used for the budgeting process automation. The research findings are used in the teaching and learning process.
The Department management is planning to offer new Master degree programs. It is planned to further introduce the modules into the course structure and to use a student ranking system much more widely. The Department management is going to invite the leading IT field practitioners and professors from the Western European universities to teach at the Department.
The Department is headed by Yu. Kondrashov, Doctor of Technical Sciences, Professor, Corresponding Member of the Russian Academy of Natural Sciences.

Department of Higher Mathematics
The Department was formed in 1998. The Department is the main entity that teaches the natural science disciplines in the Academy. The Department teaching staffs have developed and offer the following courses:
• Higher Algebra;
• Mathematical Analysis;
• Discrete Mathematics;
• Probability Theory;
• Differential Equation;
• Econometrics.
Some of the Department staff members are experts in the ring theory, the theory of groups, differential equations, optimal control theory, algebraic coding theory, operations research, and differential geometry.
The Department teaching staff members participate in the work of the international congresses of mathematicians. N. Serdyukova participated in the work of the International Council for Industrial and Applied Mathematics (ICIAM 2007) that was organized in Zurich in July 2007. She presented her report on scales’ description and systems approach to risks.
A research seminar in financial mathematics has been organized by the Department teaching staff. The best student works are published in the student collections of research works prepared in the Academy. Today the Department staff cooperates closely with the Department of Higher Algebra of the Lomonosov Moscow State University.

Department of Financial Markets
The Department was formed in February 2007. The Department teaching staffs use modern teaching methodology and learning technologies in their work.
The Department offers the following courses:

• Securities Markets
• Foreign Exchange Markets and Exchange Rate Policies
• Financial Derivatives Market
• Public Debt and the Government Bond Market
It is planned to offer a new course for full-time day division students at the Department. It will be a course in Stock Market and Stock Exchange Industry Issues.
The Department is headed by B. Alekhin, Doctor of Economics, Professor, a well-known expert in the theory of finance.

Department of Public Revenues
The Department of Public Revenues was formed in early 2007. It offers training programs to postgraduate students. The Department management is planning to open a Taxation program here. The Department teaching staff includes the holders of doctoral degrees in economics and holders of the PhD degrees in economics. The teaching staff members take advanced training course and use modern teaching methodology in the teaching and learning process.
Taxation issues, tax policy, taxation mechanisms, tax classifications, Russian Tax Code specifics, theory of taxation, modern taxation theory, tax accounting, and customs procedures and techniques are among the disciplines the students study here today.
The Department is headed by N. Malis, PhD (Economics), Associate Professor.
Department of Money, Credit and Banks
The Department was formed in 2006. The Department offers training programs to postgraduate students. Upon graduation the students get a degree in Economics; they specialize in Finance and their concentration is Banking. The Department offers undergraduate programs and some further education programs.

• Operations of the Bank of Russia;

Department of Foreign Languages
English, German and French are taught to the students here. The programs on offer are in line with the Russian national educational standard set for the HEI-level programs.
The Department teaching staff has gained good experience in using modern ICT in the teaching and learning process. Students work in the language laboratories, use audio- and video- learning materials and multimedia, and listen to the original news broadcasts in foreign languages. The modern teaching methodology helps improve the efficiency of the foreign language skills acquisition process. The foreign language programs on offer include the programs that focus on such areas as business, economics and finance.
The Department management has established good business contacts with the colleagues who work at the Foreign Language Departments in the leading Russian HEIs. The Department is a member of the Russian national Center for Professional Development and Teaching Methodology Development that is based at the Moscow State Linguistic University, the leader among the Russian universities that trains professional linguists. The Center unites the Russian HEI Foreign Language Teaching Departments that would like to improve their knowledge of the modern teaching methodology that is used by the foreign language instructors. The Department teaching staff launches many out-of-class student projects and holds seminars in foreign language teaching methodology that are part of the advanced training courses offered to the teaching staff who teaches foreign languages at universities that train professional economists and financial experts. The Academy students show good results at the interuniversity foreign language skills competitions. Many of the Department teaching staff members are authors of the foreign language manuals and textbooks.

Department of Statistics
The Department was formed in 2003. The Department founder is M. Nazarov, Professor, Doctor of Economics, member of the Russian Academy of Natural Sciences, Distinguished Scholar of the Russian Federation, holder of the RF Government Award (Education). The Department offers advanced training programs to the financial institutions’ officers and some programs of study to postgraduate students.
The disciplines taught here are:
• Statistics;
• Financial Statistics;
• System of National Accounts;
• Time Value of Money (TVM)
• Macroeconomic Statistics.
The Department staff members develop syllabuses and curricula for all the programs on offer at the Department. The teaching process is supported by the instructional support materials developed by the Department staff.

Department of Social Sciences
The Department was formed in 2007. The Department teaching staff do the research in such fields as philosophy, sociology, political science, psychology, and pedagogics, natural sciences, culture studies, legal science, administrative law, budget law. The Department offers advanced training programs to the financial institutions’ officers. The teaching staff at the Department contributes to the financial theory-related knowledge distribution in order to improve the social sciences-related literacy skills of the public. The Department staff members develop their own teaching methodology and instructional support materials. The Department teaching staffs are the authors of various manuals and study guides; they examine and use the teaching methodology-related best practices and utilize modern ICT in the teaching and learning process. The Department is headed by V. Golub, PhD (Philosophy), Associate Professor.

Department of Physical Training
The Department teaching staff has developed the teaching methodology for the programs on offer. The instructors who are the Department staff members are also engaged in the work of sport clubs organized in the Academy. The sports club list includes the following:

• Aerobics.
There is also a ballroom dance class and a cheerleaders’ class.
